British Crime Survey statistics showed that the proportion of 16- to 24-year-olds using cannabis slumped from 28% a decade ago to 21% now, with its declining popularity accelerating after the decision to downgrade the drug to class C was announced in January 2004. Victoria Police have charged a 17-year-old boy with trafficking after finding 85 grams of heroin and 28 grams of amphetamines in Melbourne's inner north. Melbourne Regional Response Unit members yesterday executed a search warrant at a flat in Carlton, where they uncovered heroin with an approximate street value of $30,000 and 'ice' valued at around $5,000. "A small amount of cannabis was also seized along with equipment for trafficking and stolen goods including a plasma TV, projector, DVD player, mobile phones and luxury watches," a Victoria Police spokeswoman said.
