he has a business licence.

A business licence is a licence to be a business operator (full stop).

There is no such thing as legal or medical cannabis in Australia (full stop).

perhaps he means that his tincture is legal..  just illegal to produce the ingredients???  this is a guess

The company is legal, he can call it what he wants ( a Medical Cannabis Company). Unfortunately Cannabis is not legal
