The water is only there to stop the butter from burning, the THC is absorbed into the fats of the butter. The less butter the higher the ratio.

 

As for decarboxylation of weed, raw canna has THC-A, which needs to be converted to THC to become psychoactive. Although THC-A has neuroprotective and anti inflammatory properties it is not psycho active and must be converted into THC through decarboxylation before any effects can be felt. THC-A starts to decarboxylase at around 104C after approx. 30-40 minutes. Some people decarboxylase at a lower temperature for a longer period of time to preserve the terpenes, as the terpenes also breakdown with heat too. My mrs gets the shits due to the smell if I cook it inside, so I take the slow cooker out into the backyard and let it simmer away overnight, topping up the water so it don't boil dry. Remember that water boils at 100C, so the water/butter mix will not get above 100C until all of the water has evaporated. So lower temps for longer works well for me.
