Need some help diagnosing problem

Ok, I think I found out the problem.I decided to transplant today,no idea why I havent before.The roots were going all along the edge of the cup.They all had an excellent root system.I flushed the soil two times thinking there was to many nutes in the soil but im pretty sure I flushed all of it out and that was causing problems not to mention they needed transplanting.

 

Put some budswell in there with em and threw in another 100watt cfl.Hopefully things change. Thanks Ray Panimals

Isn't miracle grow full of slow release ferts? Thus every time you water you are indeed releasing ferts?
