New laws set to ban the bong in SA

February 14, 2008 - 1:22PM

The sale of drug paraphernalia such as bongs will soon be banned in South Australia, with the major political parties and independent MPs supporting proposed new laws.

State parliament's upper house on Wednesday night passed a bill from independent Legislative Counsellor Ann Bressington with support from Labor government and Liberal opposition members.

It now goes before the lower house for final approval.

It will prevent the sale of marijuana pipes, bongs, cocaine kits, ice pipes and other drug taking paraphernalia.

Under current laws, using the equipment to take drugs is illegal, but actually buying or selling it is not.

Ms Bressington said the new laws would help prevent children being lured into illegal drug use.

"It will close many loopholes that have enabled ... pipes, bongs, cocaine kits and other forms of drug taking paraphernalia to be freely sold on our streets and markets," she said.

It also removed the requirement for police to prove the equipment was being used for the consumption of illicit drugs.

"It would be unthinkable for a tobacconist to be able to sell cigarettes to minors on the understanding that those minors would not open the packet and smoke the cigarettes," she said.

"It would be just as unthinkable to sell alcohol on the understanding that the bottle would not be opened and the alcohol not consumed."

S.A. will be just like QLD in no time.

What about traditional items like narghile/hookah, corncob pipes etc.? What about incense burners like ancient Christianity and the Scythians used to inhale kaneh bosm (cannabis) incense?

Born in Toowoomba, Queensland and one of seven children, Ms Bressington attended Mater Dei Private College. Her daughter Shay Louise Bressington died in 1998 from heroin. Her daughter’s addiction is what led her to the area of treatment and rehabilitation.

We are not to blame, her daughter chose her path, not us.

As children or teenagers if adults say no don't smoke or drink or whatever isn't it just throwing the gauntlet down.

If bongs are available and seen around then it doesn't become an issue. It actually becomes a choice.

I wonder how full on or otherwise the law will actually be implimented in SA. I mean laws get passed and so forth, but depending on diferent settings, sometimes nothing much changes. I hope SA all the best, although it is still a big step in the wrong direction, regardless if they go hard on these laws or not..

Why does the mouth of one loudmouth getheard over the sound sof all us smokers? Aren't we a democracy.

this is supposed to be an era of enlightenment the world is in, and the European/Candaian paths forward are being ignored before heavy handed zero tolerance bullshit. No need to preach to the converted I know, but 2 million people in the American prison system and the biggest addictionto hard drugs per capita in the world, and they have the hardest zero teolerance laws in the world!

Either, they want hard drugs to flourish or they are brain dead. Cocaine pipes, geeesh...whip up the fuckin drama. I iwsh they'd have mentioned oium pipes, 'cause I know you can't get them just anywhere, I've been trying for so long now. I believe the bastards are being given incentives to do this, it just isn't in keeping with the general forwad thinking I associate with our politics. First to have women vote in Sa (I think), and I think Sa was one of ,if not the last place in the western world to enforce drug laws the way they are now, let alone one of the first to see it's way forward. Dont know what's happening now but.

I know in the late 70s, with jpe bjleke in qld, we had no bong shops as such. A small Batik shop in redcliffe had a backroom that sold great pipes. beter than I've seen since it became fully commercialised in fact. But be that as it may, most smoked orchy bottles, it didn't reduce how many kids smoked at all. What a crock.

I'm with gill, I have 5 kids, one is 26 years old, two in their very early 20s, a teen and one younger. of all the older kids, I made it clear to them if they were to experiement with drugs of any sort, to be sure of the safety of the surroundings BEFORE ingesting whatever it is, to be with people you trust and know will not abandon you, and last of all, to never be afraid to call home for help, no matter what ya on, where you are or what you done.

the end result is they all thought it was all too much Bullshit to try playing with. Never encpuraged or discouraged them, two of them I know haven't done anything, except for the son's trip to Amsterdam on a EU holiday. Have one daugter who raves, but is a very lightweight on pot and so forth. But essentially I think I took the mystic out of it for the two older ones at least.

I think they saw the lecture as demystifying the scene, the nod from me that everything is alright, just be safe, made it something they thought was uncool. I think their rebellion was in fact NOT taking my path.

Kinda weird. whatever they want but, it's up to them.

One of the older ones like I said tokes a little, teenager tokes a little, but they've seen my hard drug use and are fuckin never goin there. Not by choice. Hope no doctor ever puts them on it.

cheers

What are the most common methods people use to consume cannabis?

If the sale of bongs is banned, do you think it more likely that the would be cannabis smokers will quit smoking, or find some other way to smoke?

This policy is increasing the potential harm of cannabis use as it will force some users to smoke from home made plastic bongs and joints which are more harmful to the respiratory system.

The analogy between bongs and cigarettes/alcohol is ridiculous. Banning bongs is like trying to curb alcoholism by restricting the sale of glasses.

I like you Robbie have 2 boys 26 and 21, it was also instilled into them make your choices wisely, we are here for you no matter what. My eldest is a high voltage electrician and tester, as you can imagine his job is dangerous, he smokes a bit, big deal.

My youngest is into body building and doesn't. It is being able to give your children choices, I wonder if her daughter could actually go to her parents.

What will be interesting is studies indicating % of use before and after these new laws.

In every jurisdiction around the world where this has been measured, paraphernalia laws make no difference to rates of cannabis use. All it seems to do is redirect users to alternatives like joints, or to improvising potentially harmful bongs using plastic, pvc, hoses, alfoil etc.

Lucky that cannabis has anti-cancer and anti-oxidant properties, if it wasn't for that this would be a very clear increase in harm having nothing to do with the safety of cannabis itself.
