Slow clones what could be the problem?

Give those girls some nutes now, half strength

Those Rockwool cubes are great for starting clones, but can be a trap for holding too much moisture.

Once a day watering with those size pots and those small plants will be heaps

The perlite, as you may have observed, can store water in the tiny cracks and crevices in it's make up, the capillary action will keep just the right amount of moisture available between waterings.

I also spotted overwatering in the pics, then saw:

 

I have the pump on 15 and then off 3 hrs.

 

Yep, too long, too often. The roots are being drowned, deprived of oxygen.

 

Mechanical timers usually only allow a minimum 15 min 'on' time. You might invest in a digital timer which allows you to set much shorter watering intervals, like about 1 minute. I'd set the timer to run your pump for only 1 min, 1x/day, for now.

 

Once your plants recover and gain some size, you can consider increasing the number of watering cycles per day, but this will be a couple of weeks down the track, when the plant has roughly doubled in size. When you see roots poking out of the drain holes in the pot, you can safely increase the watering duration and frequency.

 

If you haven't got one in there already, add an airstone or bubble curtain to the reservoir, running 24/7. This will max out the dissolved O2 in the nute soln. You can alternatively add H2O2 at 1ml/litre of tank volume every 2-3 days. This will both oxygenate the nute soln as well as sterilise it, suppressing pathogens.
