You can grow o.k. with fresh water up to about e.c. of 1.2 or so, you would be having some troubles with that heavy loading though, usually of calcium, but sometimes of sodium salt. If it's the latter, you'll be looking at crispy crittersville when you try and grow in it.

 

You should get the water professionally tested if possible, e.c. readings will only tell you the total concentrations, not the individual salts which are present. This can only be done by a lab, you should be able to get your local water authority to provide either a water testing service, or have details on the average levels of various salts in your particular water source.

 

RO filters are good to a point, they won't do a very good job on extremely hard water, and you'll be spending upwards of $300 for even a small unit which will take a long time to pour out the water needed. Whilst this isn't necessarily a problem, it could be if you plan to use substantial amounts of water in your system. The dump and refil could take a hell of a long time, but offsetting this is that an RO unit will allow you to go a lot longer between nutrient changes, up to 3-4 weeks in some cases.

 

So yeah, look into the e.c. level of the water you plan to use, I would be very hesitant to use water with an e.c. above 1.0, and if you water is quite hard, you'll get benefit in using a nutrient formula for "hard" water, as these take into account the nutrients and other unusable elements in the water already present.

Oh, and don't use water that's gone through a "water softener" either, this just exchanges one kind of salt for another, and you don't actually end up with purer water, just more tolerable to drink as it doesn't "taste" as salty. :)
