You say the other plants are 'spot-on'

If this is the case then I'd be checking the stem for any external damage.

The plant stem is made up of differing cells. The hard woody cells (in the middle) gives the plant strength to stay upright. The softer outer cells are the plants feed route. Damage to these phloem cells will prevent fluids and nutes getting up the stem to where the plant can use them, this is what happens when a plant is 'ringbarked' the feed route is broken and the plant starves. 

The damage can be caused by a few things, mechanical ie using a spade to move soil/medium around the stem, Parasites ie Insects burrowing into the stems, Fugus/moulds ie fluids pumped directly onto the stem, constantly wet and moulds will develop. The moulds can eat through the phloem cells.

If there's no stem damage there, then I'd suggest a root issue.

BUT

If you are running a recirc system then root rot would be affecting all of your plants and not a single plant. If you're running a RTW setup then you may want to try a flush with a solution of 'pyth-off' which prevents Pythium bacteria.
