you want to foliar spray the neem , prob every 2 or 3 days for 1.5 - 2 weeks 

if you buy a pre-made neem it will prob be emulsified already & will have directions on the bottle 

otherwise google the life cycle of whitefly & make sure you interrupt that / break the cycle 

then keep up regular weekly sprays until the start of bud set 

 

if you use 100% neem you'll have the chance to add to that protection by using a emulsifier

like silica or aloe vera or soap nuts , dose mean you have to buy other items other than pre-made neem

but out of those 3 the best emulsifier is soap nuts & it's the cheapest & one nut can be used multiple times 

for multiple things not just in the garden but as a home cleaning product 

 

not that pre-made neem doesn't work just you can make it better & add other layers of protection to the plant
