So instead of accepting that people like drugs and making them a regulated commodity like cigarettes or alcohol that would bring in taxes and limit availability to children he just wants to get "mildly" tough on users by forcing them front a health panel instead of the criminal system?  Fuck this guy.  He is just transferring the war to a different department and not addressing the issue at all.
