Flowering clones in melb over winter

I recently watched Jorge Cervantes Ultimate Grow DVD 2, the one where he goes to spain to look at outdoor gardens (its great, if you havn't seen this guys dvds just visit piratebay.org and get the torrent). At one point in the film he talks about flowering out clones, it looked like he had taken clones, waited for roots and a bit of growth (so like 3 weeks veg) then he put them outside, they flower just as a main cola and were less than a foot tall, plus the pots could be kept really small too.

 

I live in melbourne, in a second level apartment. I was thinking i could adopt a similar method by using clones and flowering them in a window box. The reason for this is that if the plants stay short enough they would get full light all day, be shielded from the rain a bit and i could bring them in easily at night to avoid any fros, plus on that side of the building it would be really unlikely that anyone could even see what was growing in the box. Has anyone ever flowered out in melbourne over winter? would it work? Yield isn't too much of any issue because i figure i could put like 12 clones in the box so it would yield enough to keep me in supply.

 

Or could i do a 6-8 hours under hps then 4 out in the midday sun for my flowering cycle? I'm trying to get away from using a lot of hydro equipment.
