Second hand bulbs...

Lux meter. Good ones aren't cheap. Not a true measure of the lamps output, but about as reasonable a measure as you can use for testing age and intensity of old lamps.

 

Take em to a hydro shop and ask em to test it against a new one for ya. (might have to call some to find out if they have a lux meter for testing) Best to use fresh globes though, the diff between one grow with an old lamp and another with a new one is huge.
