As others have said before, you fundamentally need an exhaust fan. Moving air around the room won't do anything, no matter how much humidity you add to it.

 

It's usually easier to build a room within a room, making one out of a wardrobe or even an aluminium frame with panda film for walls, with the exhaust fan pushing air out of this enclosure and with provision made for cool air to get in.

 

There is no way you can grow without one. Sorry. Try looking at your local hydroponics retailer, they should be able to help you with something that would be suitable. You need to vent the volume of the enclosure or room in under 5 minutes to get best results, and anything over that will be a bonus. You'll find it nigh on impossible to grow unless you have some sort of air exchange happen.
