Yellow/browning seedling

If anyone could help diagnose this it would be appreciated

 

Soil is Osmacote seedling and cutting mix

 

This is my oldest seedling, it has been yellow compared to the rest for about a week and seems not to be growing as ones that sprouted a week later are just as big or bigger now.

 

Aside from being yellow and seemingly stunted these brown spots appears overnight.

 

Is this possibly nutrient burn?
