whats wrong here?

I'd flush the crap out of them with straight tap water ph'd to 7.0 and give them 3-4 days to show obvious signs of how that has treated them.  You might need to give them a feed afterwards, you might not, only way to know is to wait and see but since the ph is well out and they obviously need a huge dose of the nutrients more readily available at a slightly higher ph level you should try to fix the everything at around 7.0 and let the ph drift down to more optimal levels for the other nutrients.

Heres an update...

 

After flushing one pot with ph 6.5 water I left the second pot be just to err on the side of caution. I wasnt entirely sure what was causing the fert like burn and I didnt want to flush both at the same time in case they both reacted adversely.

New growth is spindly, branching is extensively red, but,the necrosis seems to have ceased.

These are from exactly the same seed stock, same grow medium, only difference is light source...oh yeah, the outsidieren are watered with straight tap water at around ph 8.

 

 

The single one was a male that I ripped out of the indoor grow space a week or two ago. It has had a complete turn around and is looking really good.
