To stop upward growth you chop the tap root.

 

Theres guides on bonsai around the Internet for you to follow - I got advice from High Times years ago and learnt as I went. Just cutting the main root should be enough to stop upward growth for a while and stick it in a shallow ornamental pot if you want to do a real bonsai and not just a stumped mother plant.

I use bonsai mums and have to say they are awsome but i did learn it from the "don of dons" and it is a very good way of keeping mums in a fluro cabinet.
