You can start to flower anytime after sexual maturity is shown. This is usually determined by three factors, all appearing in conjuction. The first is age, most strains show readiness by about 6 to 10 weeks from seed. The second is preflowers, which appear on the nodes at about the same period, and the third is alternate nodes on the branches, where the leaf and shoot nodes appear first on one side of a branch, then said branch grows on a bit, and then another node appears on the opposide side.

 

So in short, anytime you like.

 

The reason for waiting is that without being mature, flowering will be greatly stunted in any seedling which hasn't reached this stage naturally though a vegetative period. You can flower a clone taken from a sexually mature plant at anytime though, as the clone has already gone through the preceeding stages of maturity when originally a seedling. :D So clones can be flowered whenever you want, at whatever height you want. Seedlings should be grown on until mature, which can be hard to do in a restricted space, although with tipping and tying, and perhaps an occasional prune, you can get a large seedling plant to get into a small space.
