Wiring is not a problem to me.

But this says flower, so surely I'd need another for flower?

 

I'm guessing that's the go with the 250w kits on eBay, you swap the lamps mh for hps according to veg or flower?

There are a bunch of Kelvin options, 3500k is veg/flower. 3000k or less is flower, 3500k+ is veg
