Neem in hempys

Planning to give a dose of neem into my hempy Buckets as a "just in case". Got a few brown blotches on lower leaves.

Is it OK to mix with nutes as per normal and water straight in? Being hempy, some neem will sit in the hempy res until next watering.

Or, better to just do plain water and not a thorough soaking as I've read it's only the first 10cm of coco you need penetrated to get rid of gnat eggs if they are there.
