400w HPS pulling 980 watts at the wall?

Hi everyone. My mate just got himself a plug that tells you how many watts a item or items are using and tested his equipment. His fans were on par or just over by a few watts which was good but he tested his two 400 watts hps and they were both pulling between 970 - 980 watts at the wall?? I was like that's not correct man somethings wrong there and suggested he upgraded to some new magnetic ballasts or go digital because that's way to much being pulled for a 400 watt in my opinion.

Anyone have any ideas why they might be pulling this much? the lights are working fine and he has done a few runs.
