20 plants in a SOG system would be ok under a 400w, for 20 medium sized plants you would want five or six 1000w lights, going by the rest of your questions you are new to indoor growing and would really be jumping in at the deep end by starting up with a commercial sized grow, I would suggest a couple of 2 - 6 plant grows first.

Also, typing in capitals is considered as shouting on the net mate :P

I agree with Tom there, grow on a small scale, learn how it all works and it wont cost very much to start up a system which you can get half a pound from every 2 months.. depending on strain and lighting and a few other things of course. I started initially with 2x 48w compact fluoro lights, they did ok to veg the plants.. but wouldnt do very good in flower. I noticed you said you didnt have much cash at the moment, but for around $100 you should be able to pick up a good used 400w light.. or alternatively you can get them new for about $200 or so.

After a while you might want to upgrade, Im glad I started out relatively small. After taking all my males out tonight I have four plants under a 400w and one little clone off to the side, hopefully will get me 4-6 ounces at the least, this will improve no doubt when I upgrade my light, and when I learn a few more things along the way to being a better grower :D

Good luck
