Government medicinal cannabis bill to be tested in Parliament

The Turnbull government will on Wednesday introduce a national scheme into Parliament to licence medicinal cannabis growers.

Although medicinal cannabis is available for particular patient groups and clinical trials, it is currently illegal to grow and import most medicinal cannabis products, leading some patients to buy them from the black market and run the risk of prosecution for drug use and possession.

Health minister Sussan Ley hoped for bipartisan support for legal changes, which she said would help chronically ill patients in allowing therapeutic products to be grown on a larger scale to meet patient demand.

She was confident a single cultivation scheme rather than state and territory-based schemes, would hasten regulation and patients' access to medicinal cannabis.

"A national regulator will also allow the government to closely track the development of cannabis products for medicinal use from cultivation to supply and curtail any attempts by criminals to get involved," she said.

It is unclear whether the scheme will gain enough Senate support, because it differs from a separate Greens-led bill for a national regulator that would oversee growth, manufacture and distribution of medicinal cannabis. This model, introduced into the Senate in 2014, has support from both Liberal and Labor senators.

Greens leader Richard Di Natale last year said the government's proposal was a "missed opportunity" to deal with patients' access to medicinal cannabis beyond cultivation./

"Doctors should be able to prescribe cannabis and patients should be able to collect it from the pharmacy, like any other medication," he said.

Awesome news!!! I think they (LNP) might be trying to show up Labor's Daniel Andrews with his synthetic cannabis trials.

Call to make cannabis legal for everyone

Liberal Democrats senator David Leyonhjelm has called on the government to go further than just legalising cannabis for medicinal purposes.

Health Minister Sussan Ley introduced draft laws to parliament on Wednesday that allows the controlled cultivation of cannabis for medicinal or scientific purposes through a national licensing scheme.

Senator Leyonhjelm says allowing people to have a puff for fun would save the cost of a medical regulatory framework and help raise tax revenue.

He cited the example of Colorado in the US, saying marijuana revenue raised more money there than tobacco or alcohol taxes.

"Nobody has died, the sky hasn't fallen, we are not facing rack and ruin, Sodom and Gomorrah," he told reporters.

The Greens have welcomed the government move, but argue more needs to be done to link those who need it to the cannabis.

"It is no good growing medicinal cannabis if a patient can't get it through a doctor," leader Richard Di Natale said.

It's great news for the sufferers of pharmaceutical resistant illness, and if trials are successful, could see MMJ available to patients in the not too distant future here in Australia. Ofcourse, recreational use will not be legalised under the proposed bill, but it is progress, and something we can all celebrate.

My question to all, what will be the next stage for us, as members of the Cannabis community, moving on from the successful introduction of medical cannabis, into modern Australian society?

Do we focus on pushing for the allowance of Cannabis as a social drug, or is there another sector of our community that can benefit from an altering of current cannabis legislation?

I think there is one sector of society that could also benefit from a change in legislation, and that's our farmers. Drought is destroying the livelihoods of many in our rural communities, crops are failing, livestock is dying, suicide rates among this sector is rising.

If the government legalised hemp, for the production of bio fuels, textiles and building products, it would give these struggling farmers an opportunity to raise an alternative cash crop, which in turn will benefit their struggling communities, create employment across a broad range of industries, improve the soil structure of land that is currently devoid of life, boost our national economy through the export of hemp products, help reduce the impact logging is having on our endangered species of wildlife, reduce our nation's carbon footprint on the planet, the list goes on and on.....

There's really no time for the government's to ponder on whether hemp should be legalised or not, our planet is dying, fossil fuels are rapidly depleting, the hole in the ozone layer is widening, in essence, the human race is slowly killing itself, aswell as destroying it's home in the process.

Cannabis can cure the sick, bring relief to the suffering, and improve the health and well being of every individual, Hemp can do similar, but for the planet we call our home.

Cannabis is an amazing and unique plant, the cannabis community is full of amazing and unique people, isn't it about time we created an amazing and unique planet with which to reside in?

Thanks for listening, I'm Burner, and this has been a wereboredandmasturbating production... lol

Aye, billygoat, water is an essential part of growing cannabis, and the purchase of water would be a necessity for the farmers, but if you consider the water, and feed, needed to support livestock in particular, aswell as the soil degradation caused by trampling hoofs, the cost of raising a crop of hemp may just be a much more financially viable source of income for farmers struggling to continue their chosen rural lifestyle. We need to give these farmers more options to consider, before the option of giving up on life begins to permeate their souls..

There is alot of argument in politics in relation to legalising cannabis for rec use, none of it positive, those states in the U.S., that have legalised now have users promoting abuse of the herb, and posting it on it the internet. In particular, I watched some nonce hitting a 6 gram dab at one of the Cannabis cups recently, great image of responsible use of a recreational substance these dumbasses are portraying to the rest of the world...

I honestly don't think that rec use will become legal anytime soon, not here in Australia anyway, but that's no reason for us not to push for legitimate cultivation of hemp for industrial use, especially if it can possibly benefit communities in our rural areas. Grants from the government could assist willing farmers to begin growing hemp crops, once income starts generating, they could possibly afford to continue raising crops without government assistance, giving them back a little bit of dignity that has been taken away by an act of nature.

Its defiantly a step in the right direction, although the way things are going I am concerned that the end product will be a man made pill with a big pharm brand on it. They need to cut the bullshit and just completely decriminalize and legalise it for medicinal and recreational use. Its a known FACT that this 'war on drugs' has been a complete failure and will never work. Its also a fact that a place like Colorado will be pushing $1 billion of revenue for 2015 with the legal sale of cannabis. The whole illegalization of the plant was based on lies and hidden agendas of the elite and people are starting to wake up and get educated on the facts due to information sharing on the internet. I say give back what's ours and stop ruining family's lives with the shitty immoral crime against humanity!

End rant lol

FYI

From Warren Entsch MP

"Suggest you take the time to read about the proposal Martin, there's no pharmaceutical industry involvement in this at all. The plants will be only minimally processed into oils and tinctures, and raw product will be supplied for vaporising, so there's no 'in' for Big Pharma."

" I think you'd find that the majority of the Australian public do not want recreational use legalised. We may get to a stage where people can go to their GP and get a prescription that can be filled at their local chemist, but let's take small steps and get them right rather than jumping in the deep end and stuffing it up!"
