I'll call mainly marketing hype with potential partial credibility.  I know my better half (and a couple of others in my distant past) can be strongly affected (no details, it's private and she would kill me ) by some strains, but even with those there isn't consistent outcomes.  So there is obvious potential effect for women's sexual response from cannabis, but apart from being inconsistent, different people won't necessarilly get the same experience from any given strain, as stated in the article, so marketing opportunity wins in my mind, and I reckon the target market is more likely to be men than women.  

 

So here's a hint for the younger guys, if you want to increase your chances of getting her in the mood, try nice words and actions in an attempt to trigger an emotional response, their bits are more likely to get gooey when their hearts and minds get gooey.  That's more likely to work than getting her stoned, and lets face it, intoxication of the female leading to sexual activity is already well covered by alcohol.
