Yeah that's fine but it will grow much quicker under that Phillips CFL you linked, even under 18/6. Halogens put out a lot of heat, not ideal but can be useful. With sunlight it comes down to how much you have, if you have enough great, we don't even need to discuss lights anymore. :)
