I get 230 a fortnight from ceno so thats how low my budget is. I have to pay for where I live, aswell as food. I just want some nice personal smoke. Even if it doesn't turn out alright, it's a learning curve.

Ah, well, you need to invest a couple of hundred bucks if you want to grow indoors.

Then put electricity on top of that! Youtube has howtoos on building cfl grow lights, and a few decent cfl grows!

Once summer comes I'm fine. I just want a nice smokable plant in the long run. IDC how long I have to veg it for, I just want something nice, something that has derived from me from the get go. Other growers might be different but if I like a plant, I LIKE IT.

Can't see any harm in that?

The first thing you will need is a bigger light, that lil cfl won't be much use after the plant is a foot or so tall, need more power.
