It would be nice if they accepted that there could be such a thing as drug use.  The way they look at things everything to do with drugs is criminal and any usage is abuse.  Their mandate is to stop both the criminality and harms that come from drugs so obviously they're going to be against any change in the law.  Its literally the only position they can take and politicians around the world will use that to avoid any possible local change in the law

 

If they could just accept that drug use doesn't equal drug abuse they could recommend more humane and prosperous ways to avoid the war on drugs like referring the the opium section in the 1967 convention on narcotics for example.  It states that a nation can make drugs legal if they control everything from production to sales to take all criminality out of the system as well as making sure all the profits made go back to the society from which they were taken.  Unfortunately though while all drug use equals abuse in their eyes they can't even recommend that
