Thats a bit misleading.  He's just pissy that his state is spending 300 mil a year on criminalizing cannabis and wants to move the people still arrested to a drug court.  That's not supporting decriminalization at all.  It streamlines the process, increases their profits and reduces their expenditure.  It's a corporate rejigging of the war on drugs and nothing more.  Fuck Rick Perry >:(
