Isn't decriminalisation meant to remove all penalties because its no longer an offense?  What theyre doing sounds like they are merely sick of such strict enforcement and are backing off in the hope that their drug war stops being such a financial sink hole.  All wars are a series of battles though so I still consider this a win

It means it won't be a criminal charge Doc, just like a parking ticket.
