Montevideo (AFP) - Uruguay's Senate is due to vote on a controversial bill allowing for the legalisation of marijuana. According to the United Nation's 2013 World Drug Report, cannabis was still the most commonly used illegal drug with 3.9 percent of the global population aged 15-64 using it. VIDEOGRAPHIC
