The law needs rewording. I think if you're out camping, bush walking, sitting on a sand dune far away from people, etc. thats fine but in an urban environment like at a park consumption should be illegal.  We don't want people drinking alcohol in parks and since second hand smoke can cause people to fail drug tests and actually has the potential to get people high it becomes unfair on the rest of society if we're allowed to smoke outdoors.  Having the ability to get a neighbour arrested or fined because you can smell cannabis is bullshit though.  Enforcement will cost a fortune and it will be abused for sure.  I know lots of people hated me for not mowing my lawn on a weekly basis as they kept dropping leaflets in my letterbox and I even had a hand written letter from across the road once.  I simply mowed fortnightly instead of weekly and had reactions like that.  I can't imagine what it would be like if my neighbours had the potential to all narc on me like that at the same time.  A concerted effort like that happening just once could ruin a person's life and unless the law is reworded to take commonsense into account it will be abused like that for sure :(
