That is pretty harsh but you can bet things will change very soon.  There are already groups in the USA lobbying for banks to be allowed to deal with the proceeds from legal cannabis based businesses without committing a crime themselves and like the article said everyone wants to pay taxes if it means running a legitimate business.  Since money rules everything in the USA I reckon its fair to say that smaller start ups will complain heavily about the federal taxes that unfairly target them and before long you'll have politicians actually saying there needs to be new rules put in place that are both fair and allow the industry to self regulate to save money by cutting through red tape, creating more jobs, etc.  I'm guessing it takes about 3 years for the dust to settle enough for complaints to be taken seriously and 5 years for the changes to be made.
