I can understand wanting to document the plants but people are going to lie about weights, they wont show pesticides being mixed up, etc. and literally nothing can be gained from forcing retailers to have high def video cameras recording every purchase.  Its going to cost a fortune to enforce everything and they have no choice but to be super strict about it due to federal law.  People will be expected to pay for everything through taxes on their buds but not many people are going to be happy about big brother breathing down their throats every time they want to have a smoke or the massively inflated prices that fund them.  My guess is that sales are nowhere near the expected amount due to the black market reaction which will be lower prices, higher quality and absolute privacy.  Sure legal will be legal but if the legal model is bullshit people will go elsewhere and since cannabis can cost bugger all to grow there will literally always be black market competition.
