Utrecht city council wants to give cannabis users the possibility of growing their drugs themselves legally. This would have to be done within closed clubs under government supervision.

 

The council wants to offer "adult recreational users" the possibility of growing cannabis in small-scale associations in a regulated and controlled manner. The most important aim of this plan, according to a spokeswoman, is "protection of public health" by giving users control of the quality of the cannabis. "Another additional advantage is that cannabis-growing would thereby be removed from illegality."

 

The council expects some 100 to 150 users to be involved in the experiment. The intention is that the experiment should be carried out during the present term of the city council. Because the plans for it are still at an early stage, little detail is yet known about how it will be worked, said the spokeswoman.

 

Public Health Alderman Victor Everhardt also wants to change the policy regarding risky groups for cannabis usage, for example people who are being treated for schizophrenia. The aim of this experiment is to bring down excessive cannabis usage to controlled usage, according to the council. "This will take place under medical supervision or under the supervision of an institution for psychiatric healthcare. Cannabis usage under medical supervision is part of the treatment plan for this group."
