I am not sure if any exposure Bill was drafted as a result of the Medical Cannabis briefing paper but Carr was intending such legislation be drafted.

Bob Carr was one of the smartest politicians this country has ever seen.

If anyone can think back to September 11, when the American government/CIA/fuckin whoever, blew up the World Trade Towers, everything changed. John Howard couldn't bend over far enough for the Bush government, security went through the roof, and ANY type of drug activity was seen as some sort of link to criminal funding of terrorists.

In my opinion Bob saw the writing on the wall and walked away to deal with issues in his own way.
