Dear Premier, John Brumby.

 

Re:- Responsible Government

 

We have been requested to again bring to your attention the unnecessary burden placed on the people of Victoria. Please find enclosed herewith news article Sunday Hearld-Sun March 14th 2010. "Police smoke out dope growers" which makes mention that "Three women with children and a baby were in the Broadmeadows house at the time of the raid"

 

If you may recall in our letter to you of the 9th February 2006, which brought to your attention that the Jeff Kennett (liberal) Government implemented ways to tackle the problem of drug abuse in our community. The Premiers Drug Advisory Council was formed, Chaired by Professor David Pennington.

 

On the 31st May 1996 Professor David Pennington presented his report to Parliament which recommended (7.2) " Cultivation of up to five cannabis plants per household for personal use should no longer be an offence" As you will recall on 5 June 1994 when in opposition you had admitted trying marijuana, along with 12 other members also 22 members of the labour party were in support of decriminalisation of marijuana. as National figures show that up to one third of Australians adults have tried Marijuana.

 

At this time Law enforcement force cultivation of Cannabis to change, Indoor hydroponics chemical grown cannabis began appearing on the market, many mature cannabis users complained that the hydo grown cannabis, made them feel quite ill the next morning, other maintained hydroponicly grown cannabis caused a mild form of psychosis , this may have been due to the amount of chemicals used when growing in doors.

 

1997 The Government announced the allocation of more then $59 million of the $100 million four year "Turning the Tide strategy" Soon after Labour Party was elected to Govern, Victorian Police statistics showed on that around 10,000 Victorian citizen are charged with cannabis related charges each year, based on current arrest rate. between 1996 -2006 150, 000 Victorians were convicted for cannabis related offences. In one year alone (1996) Legal Aid spent $14 million on legal representation defending cannabis consumers that pleaded guilty.

 

It is of interest to note 'Turning the Tide" strategy page 18 States "A recent analysis by Access Economics estimates that spending on illegal drugs in Australia amounts to $7 Billion per year, Seventy per cent spent on illegal drugs is cannabis" Surly this money can be spent on more worthwhile things?

 

As time roles on, the Labour Government enacted legislation to confiscate the goods and property of people found guilty for cultivation of (5) cannabis plants. no doubt a financial benefit to the legal profession, which are the only winners of cannabis prohibition, a fact!

 

We clearly understand that alcohol, aids the economy of Victoria, as every weekend many Nurse, Doctors, hospitals and police are employed, in dealing with violence, death and destruction cause by alcohol abuse, where as cannabis consummation has the adverse effect on the user. You would be well aware that there has never been a lethal over dose of cannabis recorded in humans beings world wide.

 

I assure you that many (now) senior citizens of Victoria, believe that cannabis is better far then alcohol and that the greatest harm is caused be cannabis prohibition. which has not clearly worked in the peoples best interest. I have no doubt whatsoever that a future historians will record our time as a society that could not distinguish between good or bad, right or wrong.

 

I therefore respectfully ask, you as the Premier of Victoria as the responsible Minister for all Ministers of Government, and with the publics' interest and future welfare in mind, to openly revisit the Premiers Drug and Advisory Council, (1996) and deeply consider the recommendation 71 to 7.2 of David Pennington report to Parliament, and take action on such.

It would be greatly appreciated, notice of you intention, is forwarded at your earliest and most convenient opportunity .

We write to add to our letter to you of the 13 June 2006, and your response of the 6 July 2006, "The issue of Illegal drug use is certainly of major concern to all Victorians"

 

Please find enclosed herewith a copy of our letter to the Premier John Brumby date the 8th April 2010. for your consideration.

 

I need not again illustrate the publics disappointment when The Premiers Drug Advisory Council report (1996) by Professor David Pennington. was not fully acted open. This would have reduced thousand of Victorians from having a criminal record for the rest of their lives.

 

We understand that many members of the legal profession are influential in our Parliament, and may be obligated to uphold the financial interest of their colleagues in the professions,

 

We comprehend that any change to the present cannabis laws will cause a loss to those that have build their business around such (outdate) laws, But in the public's best interest and future welfare, things have to change .

 

It would be with in reason to suggest, If The Premiers Drug Advisory Council report had been fully adopted by then Parliament, If only to save 9 thousand Victorian a year from being convicted. It would have been a good year.

 

I also take this opportunity to ask you if possible, the future intention of the Liberal Party policy regarding prohibition of Cannabis use and cultivation.
