Aye they can harm your grow. Your "4 week of flower i have sprayed them with neem oil but doesnt seem to be getting rid of them little buggers".

Neem is for other insect pest 'prevention'. There are products around much more suitable. Decrease humidity (particularly medium content moisture).

Others will point to products Soon I am sure, but in my Signature below you will find "Barts Pest" link (UK420.com) among others for more info on pests.

Prevention is a most desirable starting point. Your options should be "non-toxic" due to the stage (4 weeks in 12/12) of your grow.

All the best - limit water/feed atm to dry out completely the medium whatever it is.

Nitty.

Rogor- A yates systemic. Has withholding period of 7 days. It's toxic yet effective. Also used on tomatoes for fruit fly.

DO NOT USE YATES NATRASPRAY (Or something from yates named like this). It is effective but I used it on my buds 6 weeks from harvesting. It left a 'taste' in the buds. I have sprayed with fresh water and at 2 weeks to go the problem has seemed to have disappeared but the mites are back!!!

The above spray would be we suited in clone/veg stage as it is 100%....if used often enough.Oh and it's organic....no nasties.....
