Caterpilla/larve of some sort getting into new growth

some of the new growth in my plants have brown soft leaves so i investigated a little and noticed tiny caterpillar/larve, they are no more than 5mm long and you gota pry open the new leaves to see them, I was wondering if tomato dust will kill them? just yesterday i sprayed the plants with eco-neem to get rid of any bugs and leaf eaters, will tomato dust do any good?

 

I know i can get yates caterpillar killer but other than that is my only alternative to chop the new growth at the tips just under the leaf cluster? I dont mind as long as it doesn't have a big impact when flowering starts.
