hey guys.. thanks for the help.. it was the ballast.. its toast. i took it to my stepfather and he went over it all with his multi meter and played tech heads with it...lol.. the capacitor and ignitor are fine but the ballast has 0 resistance.. i was actually in the process of removing a surge protector from another room to put in there when it happened.. fucked up timing huh...lol.. but not to worry. i got hold of the manufacturer who put me in touch with a local distributor and am picking up the new ballast tomorrow.. just have to the 2 or 3 wires to it and im back in buissness.. ive got my babies in the clone room for the time being under the clone lights ( grow lux and cool white flouros), not ideal but better than nothing i spose and they still got 2 or 3 weeks of veg left so it hopefully all will be good come tomorrow.. so thanks again for all the help on here and in the chatroom last night..

lol
