So they want people to dob in a bong seller? BAHAHAHAA

I just submitted this below but it came back with an error.

Why are we wasting taxpayers money and destroying Australian small businesses in this rough economic climate trying to eradicate a device used to more SAFELY inhale ones chosen vice? Doesn't this just sound completely crazy and backwards?! Anyone can simply make a crude device to inhale unfiltered plant matter out of something you can find within arms reach. Personally, I would rather see a Cannabis smoker use a properly designed glass/pyrex bong with filters than risk toxic fumes from a plastic bottle!

Some key questions from the "National Cannabis Strategy"

Would this ban have a ‘net-widening' effect of juvenile offences?

Not if the focus of penalties is on suppliers. To avoid continuing problems with the law and subsequent social problems caused by conviction, minors could be issued a caution and/or integrated into other programs for treatment and risk reduction of cannabis use. A community awareness program to address any confusion regarding the legal status of cannabis and related paraphernalia will be required.

Won't young people turn to home-made alternatives to administer cannabis?

There is a risk of young people turning to using home-made bongs which could pose increased health risks as they are commonly made from aluminium cans, hose pipes and PVC containers whose toxic fumes are inhaled when using these makeshift devices. Any ban must be enacted in conjunction with education and awareness-raising campaigns addressing the potential health risks associated with cannabis and bong use. Evaluation and monitoring processes need to be established to assess the success and impact of the ban.

Will this ban reduce cannabis use and negative health effects of smoking bongs?

Any legislation passed should be assessed against a feasibility study, considering legislative, enforcement, social and public health issues. Once enacted, the impact of the ban needs to be evaluated and monitored on a regular basis both to identify any unforeseen consequences and to measure any changes in levels of cannabis use and cannabis related harms.

What about the use of bongs and "oriental water pipes" to smoke legal tobacco products, fruit and molasses by some cultural groups?

Bongs are used to smoke legal tobacco and other products by some cultural groups. The proposed legislation does not discriminate against persons aged over 18 years continuing to use bongs to smoke legal tobacco products. Information about the new legislation should address this concern to clarify that it is not culturally discriminating.

How does this proposal link to the National Cannabis Strategy?

This fits with the National Cannabis Strategy's aim of preventing problems associated with cannabis use. However, the proposed legislation should be enacted within the broader framework of the Strategy, encompassing supply, demand and harm reduction associated with cannabis use.

...or more than three hookahs were displayed

That sounds like an odd add on at the end? Why three hookahs?

Do you poor souls in Queensland continue to buy your bongs over the Internet? Or just from interstate?

:). hey, are there any computer cracker type people with the skills to write something that will flood that reporting system with bogus reports?
