Ok what you want is put a bit of foam this is a shit heat conductor (= very good for floor) above this put a water proof or an ordinary electric blanket. For the ordinary electric blaket, its best to cover it with plastic as not to get water on it.

 

I learnt this neat little trick from a very good horticulturist.

 

You can also get those bar heaters and stick one or as many as you want above your plants, being careful not to burn them, you dont want to much radiant heat. You might see these heaters mainly in pubs and hotels in the outside smoking areas, take a look next time your at one.
