The leader of Canada's Green Party has apologised for never having tried marijuana while unveiling plans to call for the legalisation of cannabis.

 

"I am not a fan of marijuana use," politician Elizabeth May explained at a campaign rally in Halifax, ahead of next month's election. "I've never used marijuana. I apologize."

 

In its election manifesto, the Green party said the country's decades-old marijuana prohibition had "utterly failed and has not led to reduced drug use".

 

Rather, prohibition has led to costly policing to combat its distribution, "criminalizing youth and fostering organized crime," it argues.

 

Going further than former Liberal prime minister Jean Chretien's 2002 pledge to decriminalize marijuana, the Green Party said it supported cannabis sales to adults through licensed distributors.

 

In addition, the party said it would like to see "small, independent growers" thrive, and the government taxing the weed at the same rate as tobacco, generating an estimated $1 billion Canadian ($US931 million) annually.

 

Mr Chretien's plan for the drug's legalisation was twice foiled by protests from the neighbouring US.
