Yup. It's all in the genes. (and the environment those genes develop in) But yeah, if you use genetic material which has a predominately hermaphroditic expression, you'll (more than likely) end up with an F1 generation which contains hermaphrodites.

 

There are exceptions to this rule, particularly when careful breeding and genetic analysis/deduction is used, but the general proposition is correct.
