by the sounds of it its just one of those fans in a box and add ice to the tray to try and cool the air coming out there shit only good for heating or raising the humidity in the room if u want to lower them temps u need to incease the exhaust fan or use a propper air conditioner

Short answer - No.

 

You need an exhaust fan which can ventilate your entire room volume in under 5 minutes, and under 1 minute is better.

 

Longer Answer - There are some specialised applications for evaporative coolers like the one described, but they only work well in areas with low ambient humidity, (which is unlikely in a badly ventilated growroom, or even a well ventilated one) and then they can only drop temps so much.

 

MJ doesn't like excessive humidity either, which is what you'll be doing if you use an evaporative cooler. Particularly in the flowering stage, you'll come across problems of not enough transpiration, (plants drinking and evaporating water through their leaves) and even budrot if the humidity stays up too high.
