In Colombia, a 1994 court ruling decriminalized personal possession of small amounts of cocaine, heroin and other drugs.

The effects in Mexico could be significant, given that the country is rapidly becoming a drug-consuming nation as well as a shipment point for traffickers, and given the number of U.S. students who flock to border cities or resorts like Cancun and Acapulco on vacation.

"This is going to increase addictions in Mexico," said Ulisis Bon, a drug treatment expert in Tijuana, where heroin use is rampant. "A lot of Americans already come here to buy medications they can't get up there ... Just imagine, with heroin."

San Diego mayor 'appalled' by Mexican move to lift drug laws:

– (04-28) 18:37 PDT SAN DIEGO, (AP) –

Mayor Jerry Sanders said Friday he was stunned by Mexico's move to decriminalize marijuana, cocaine and other illicit drugs in small quantities, predicting the liberalized laws could increase drug abuse and border problems in the United States.

"I'm appalled. I'm in a state of disbelief," said Sanders, whose city of 1.3 million people sits a short drive from the lively border town of Tijuana, Mexico.

"I certainly think we are going to see more drugs available in the United States," Sanders said. "We need to register every protest the American government can muster."

Mexico's Congress on Friday approved a bill decriminalizing possession of small quantities of drugs for personal use, including cocaine, heroin and marijuana. President Vicente Fox is expected to sign it.

Several state officials also expressed concern over the vote.

Gov. Arnold Schwarzenegger's chief spokeswoman, Margita Thompson, said, "The governor will always do everything he can to ensure the public safety of all Californians."

Bruce Margolin, Los Angeles director of the National Organization for the Reform of Marijuana Laws, applauded the Mexican vote but said the permissible amount for marijuana — 5 grams — was well below what recreational users would typically keep on hand.

"It's the only rational way to deal with drug abuse problems," Margolin said. "This is a great effort to making our world a safer place."

:applause: It's a good start. I don't know about the harder drugs being made decriminilised though, crystal meth is getting bad enough over here in WA. I look at pot as being THE safest recreational drug, safer than alcohol and cigs. Acid comes in 2nd, but is non-existant just about now. Crack and E's are the big thing now

It's a positive for pot smokers though in mexico, for sure!

so we wait to see if the mexican prez has the balls to tell George to piss off and just signs the
