The party was responding to a report by the Medical Bureau of Road Safety, which found that around 70% of erratic drivers who are stopped by the Gardai are under the influence of drugs. The garden, located east of Payson and about a half mile east of the Tonto Creek Fish Hatchery, contained about 30,000 plants spread out over a half-mile area.
