The ACT Government will mount a public education campaign to promote changes to Canberra's drug laws. Under laws passed by the Legislative Assembly last week, maximum sentences will rise to 25 years for growing or supplying commercial amounts of drugs. The main change is that the number of cannabis plants which attract an infringement notice will drop from five to two. Chief Minister Jon Stanhope says he is aware of the need to inform the community. "I will be seeking and will receive assurances that we do engage as broad as possible an information and education campaign in relation to the new regime in relation to the personal use cannabis," he said. An Adelaide man was arrested and eight cannabis plants were seized during raids today by police investigating organised criminal networks. More than 140 police were involved in the raids on 30 Adelaide residential and business premises, that started at 7.30am (CST) today. Police said a 34-year-old Henley Beach South man was arrested for hindering police in the execution of a search warrant. The man will appear in the Adelaide Magistrates Court next month. During the raids, dubbed Operation Coyote, a hydroponic crop of eight cannabis plants – all more than a metre high – were found at suburban Everard Park, police said. Investigations into the crop were continui…

There is concern many young people will be labelled serious drug offenders if the ACT Legislative Assembly passes tough new drug laws today. The Government's proposed changes will see an increase in the maximum penalties for drug manufacturing, cultivation and supply. Brian McConnell from Families and Friends for Drug Law Reform says punishing people with drug addictions will not help them. He says the legislation is draconian and should be subject to public scrutiny. "We're asking the Government to withdraw this bill or refer it to a committee but certainly do something that will consider all of the implications of the bill and not just charge along without the proper co…

New research has revealed more evidence of a link between cannabis use and schizophrenia. A national conference beginning in Melbourne today will examine international studies about the issue. Professor David Castle from the University of Melbourne says there is already evidence showing some cannabis users can become psychotic. He says the latest research shows if people with particular vulnerabilities smoke the drug, if can trigger more serious problems. "The debate is whether if those people with those vulnerabilities do never use cannabis, whether they might never become psychotic or never develop schizophrenia and it's thought that probably from the literatur…

Nearly two-thirds of people using marijuana for medical reasons had decreased or stopped taking other medications early, results of a State Government survey show. The survey, an Australian first, was conducted by the National Drug and Alcohol Research Centre. Participants reported cannabis was useful in preventing side effects caused by conventional medicines. The most common medical conditions the cannabis users suffered were arthritis, chronic pain, depression, nausea, muscle spasms and weight loss. More than 70 per cent were concerned about marijuana's illegality and 54 per cent were scared of being arrested, but were willing to take the risk for the benefits …

This is the basics of what they were talking about- Corrupt police took drugs: court Corrupt police took drugs: court By Jewel Topsfield A POLICE officer took 13.6 kilograms of marijuana worth $100,000 during a drug bust carried out by corrupt detectives, a Melbourne court heard today. Three Victorian detectives and a former detective today faced the Melbourne Magistrates Court on charges of trafficking cannabis worth at least $100,000. Witness Daniel May told the court he had arranged to deliver the cannabis to another man in exchange for $100,000 at the St Kilda Marina on Melbourne's foreshore on May 10, 1999. But the drug deal went sour when two police ca…

Courier Mail (Brisbane) Sunday 1 August 2004 A series of drug raids in southeast Queensland has uncovered sophisticated hydroponic cannabis "hot-houses" using thousands of dollars worth of equipment. Officer in charge of Queensland's drug investigative group Detective Inspector Brian Wilkins said an entire Gold Coast house was converted into a hydroponic operation. Some growers were spending up to $25,000 on equipment. Several southeast Queensland crime networks are believed to have established a virtual cottage industry of small-scale hydroponic cannabis producers in a series of homes, according to a recent report for the National Drug and Alcohol Research Centr…

A Victorian vet says he sees more than a dozen stoned cats and dogs a year because negligent owners feed their pets cannabis cookies and cake. But the only thing to do for the dazed, confused and disoriented pets was to let them sleep off the drug, Dr Neil Howard said. Pets affected by the drug had been taken to Dr Howard's veterinary surgeries in the coastal towns of Torquay, Anglesea and Lorne, in Victoria's south-west, for the past 10 years. The biggest problem was people deliberately feeding their dogs cannabis cakes and cookies, he said, although small dogs and cats could become stoned just by inhaling marijuana smoke. "A lot of it is deliberate drugging …

Teen pot epidemic out of control MORE than 4000 children and teenagers have been caught with marijuana in three years in Queensland, a new report reveals. The youngest found with the drug was just 10, according to the review of the State Government's drug diversion initiative – where first-time offenders are given the option of a two-hour rehabilitation session rather than going to court. The review, completed by an independent review team for Queensland Health and the police, says the drug diversion program should continue. The review found more than 12,000 people had been put through the program since it began in June 2001; more than one-third were under 2…

Medicinal cannabis use gets support 12:05 AEST Thu Jul 1 2004 Legislation introduced into the ACT parliament by the Greens allowing the medicinal use of cannabis has received in-principle support by the two major parties. If the Bill, introduced in the ACT Legislative Assembly is passed, the territory would become the first jurisdiction in Australia to allow such a move, The Canberra Times reported. Under the legislation, those ill would have to ask for permission to use cannabis for medical reasons. They would need the backing of at least one doctor. Roadside drug tests delayed By Kenneth Nguyen July 1, 2004 Random drug testing of Victorian motorists, which was scheduled to begin today, has been delayed and may not begin until the end of the year, police said yesterday. It was also revealed that when the testing begins motorists will have to wait about five minutes for their tests to be processed before they are allowed to proceed on their journey. Inspector Martin Boorman of the police traffic and alcohol section said that despite today being the date when testing was to have begun, police were yet to decide on which testing device they would use. "It's simply taken us longer than we expected it to," Mr Boor…

MULLING OVER THE SWAB SQUAD Duff Beer is the brew favoured by Homer Simpson, which he drinks at home on the couch as a fun way of passing time. Curiously, the director of research at the Australian Drug Foundation is a man named Duff - Dr Cameron Duff - who kind of declared this week that drugs, notably party drugs, are the new beer. "Drug use seems to have become a leisure activity in its own right," he said, citing a foundation survey of 380 peppy Melbourne nightclubbers. In short, pillin' and chillin' are now "mainstream". Dr Duff made a careful call for national policy makers to "rethink" their approach to managing the heartland's latest hobby. His comments…
