The gunman, who was under 18 at the time of the murder and cannot be named. In a victim impact statement read to the court, Mr Ward said he and Mr Mason were "walking casually down a quiet street, minding our own business" when violence broke out. The Western Australian Opposition has renewed its attack on the State Government's cannabis laws after the release of a new study warning of the dangers of the drug. The study by the Institute of Psychiatry in London found cannabis use increased the likelihood of psychosis in people already prone to illnesses such as bipolar disorder and schizophrenia. Under Western Australian law, people caught with a small amount of the drug can escape a criminal conviction. The Opposition's drug abuse spokesman, Graham Jacobs, says the new research is further proof the laws must be repealed. "Not only these studies, but from a practising doctor's point of view there are a numbe…

Magistrates express alarm at drug use TWO magistrates presiding in North East courts have expressed grave concerns about the upward trend in drug use. One of them, Mr John Murphy, has described the prevalence of cannabis in the community as “a nightmare for parents and frightening”. Mr Peter Couzens said there was an enormous number of cannabis-related matters coming before him. “It is in my view a very dangerous drug,” he said. But Mr Couzens also believes amphetamine use in the North East and particularly Wodonga is more prevalent than other areas of the State. Both have spoken out about the impact of drugs on families because of what they see as furth…

A LAVINGTON woman who carried cannabis with her when visiting her father in Junee jail should have been sentenced to community service, a magistrate said in Albury Court yesterday. But Mr Tony Murray said Kaylah Maree Millar was deemed unsuitable in a pre-sentence report for that order because of her drug problem. Mr Murray said he regarded as serious offences involving people taking drugs into jails. He said he would take into account Millars drug problem, convicted her and put her on a two-year bond. She was ordered to attend counselling, courses or programs as directed, submit to urine analysis and was fined $400. Millar, 18, of Glenelg Drive, sought to …

Ms Scott, 45, yesterday told a Victorian Institute of Teaching disciplinary panel that she used cannabis before her arrest when she was stressed. She also made marijuana cookies to help her father, who was in chronic pain after a stroke. The panel heard there was no evidence, besides the commercial quantity, to suggest she ha…

Victorian Police have defended the tactics of the Special Operations Group (SOG) after the second fatal police shooting in the state this year. The elite unit shot dead a 29-year-old man during a raid on a home in Brooklyn in Melbourne's west this morning. Officers say they were investigating an attempted murder and drug crimes and have seized a number of cannabis plants. Commander Terry Purton says special operations officers did not use excessive force. "From all that I've been told this morning, and throughout the day, there's no suggestion members have entered that house guns blazing," he said. "You must take every situation on its merit. "If you're ente…

SEIZURES of hydroponically grown cannabis in the Adelaide's Elizabeth area are running at record levels. So far this financial year, 182 offences have been recorded, compared to 152 for the corresponding period last year. Detections peaked in February with 29 offences recorded – a 61 per cent increase over the January figure of 18. Elizabeth CIB acting Chief Inspector John Venditto said yesterday the large increase in detections was a result of a focus on drug distribution in the area. The increased use of accurate intelligence on drug manufacturing and dedicated operations to tackle them were key components of the police action. "SA police operate with effective …

SMOKING marijuana drove Timothy Kosowicz mad and he strangled an angelic little girl - but a judge blames the failings of our society. A court heard yesterday that Kosowicz, 23, had used the drug since he was 12 and for the past five years was in and out of hospital with "voices in his head". Despite admitting killing Chloe Hoson, 5, in a western Sydney caravan park, the Supreme Court yesterday found him not guilty by reason of mental illness. Yesterday's finding reopened the debate about the mental damage caused by long-term cannabis use. The court heard Kosowicz strangled, sexually assaulted then dumped Chloe's body in a creek in November 2003 after she knock…
