February 28, 2006: The Vic govt's serious penalties to be introduced The Age article: Drug-drive testing to become law Author: JESSE HOGAN Date: February 28, 2006 Source: theage.com.au Copyright: © 2006, The Age If you're caught drink driving for a second time there's a chance to avoid court and a licence suspension if the level is above 0.05 blood alcohol concentration but below 0.07 blood alcohol concentration. POLICE have launched a crackdown on drug gangs setting up hydroponic cannabis-growing operations across Melbourne and nearby farming areas. The move comes as Prime Minister John Howard urges states to tackle cannabis abuse as part of Australia's new mental-health strategy. At the Council of Australian Governments meeting in Canberra on Friday, Mr Howard said a generation of Australians had been too passive about illicit drug use, particularly marijuana and amphetamines. The latest raids, on Thursday, resulted in seven arrests at hydroponics shops in Melton and Werribee, houses across the western and northern suburbs and a farm near Bacchus Marsh. Three men appeared in the…

10 February, 2006: The Prime Minister has launched a renewed smear campaign against marijuana users once again associating them with mental illness at this years head of government meeting, COAG. The PM has long held anti-cannabis, pro-prohibition views and is tickled to bits that recent scientific evidence has been made to justify them. The need to invest in mental health http://www.thecouriermail.news.com.au/common/imagedata/0,1658,5107869,00.jpg (Picture: Kym Smith, copyright: The Courier Mail) The PM must have prescience for drug use: to suspect that marijuana smoking was naughty even before there was evidence to believe it! STATE governments will be expected to toughen up drug laws, in exchange for federal funding to overhaul treatment for the mentally ill. Federal Health Parliamentary Secretary Christopher Pyne, a critic of "weak" cannabis laws, said there was an expectation the states would crack down on marijuana use. Mr Pyne said weak state and territory laws on marijuana use sent the wrong message to young people. He said the link between marijuana use and mental illness was clearly proved. "Those states where cannabis use is decriminalised, we call for them to recriminalise it," he said. "In the states where decriminalisation has not occurred, there is still universally a pol…

Date: February 4 2006 By Louise Dodson and Andrew Clennell ALL states will be urged to strengthen laws on cannabis use as part of a new national plan to tackle mental illness to be presented by the Prime Minister, John Howard, at his meeting with the premiers in Canberra next week. Mr Howard will seek the agreement of the states at the meeting to a new mental health plan including measures to reduce cannabis use, senior Government sources said. Mr Howard's push was pre-empted by the Premier, Morris Iemma, who yesterday announced tougher penalties for the indoor cultivation of cannabis. The maximum penalty for the cultivation of five to 49 plants for individuals …
