If the seed has cracked in the water, after being in there for only a day, is it alright to leave the seed in there until the tap root has fully formed, or does it need to be planted sooner?

High ppl,Iv grown heaps of bagseed but i am just so sick and tired of the same buds.Iv wanted to grow for years some good strains like bubblegum, blueberry,white widow and others but have no idea where to score these from.Where do u get your seeds. One option is to go to nimbin but i dont have plans and i live too far away.So what about ordering from internet? wouldnt customes find the seeds? Will i get busted? I ordered seeds from Dr Chonic 3 weeks ago after reading posts at this website,stating "i got my seeds after 6 days, and in the original package" chronic imformed me that my seeds would arrive in 9-12 working days. im still waiting. anyone have simial experiance.
